Rebecca Coen named Director of Enforcement at Ireland’s Gambling Regulatory Authority.

Before joining GRAI, Coen held the position of Director of Criminal Enforcement at the Corporate Enforcement Authority (CEA), which is responsible for enforcing company law in Ireland.

Rebecca Coen has been named the director of enforcement and anti-money laundering (AML) at the newly formed Gambling Regulatory Authority of Ireland (GRAI), as reported by Irish Legal News.

A qualified barrister, Coen has a strong background in criminal enforcement and regulatory management.

Prior to her role at GRAI, she was the Director of Criminal Enforcement at the Corporate Enforcement Authority (CEA), the body tasked with enforcing company law in Ireland.

Before that, Coen served as the Director of Research at the Law Reform Commission, where she played a key role in shaping legal policies.

Her legal career also spans over ten years as a Senior Prosecutor at the Office of the Director of Public Prosecutions (DPP). In this role, she managed prosecutions of complex criminal cases, including sexual offences, homicide, organised crime, and terrorism.

Coen also held a leadership position within the DPP’s prosecution policy unit.

Reflecting on her new role at GRAI, Coen said: “I look forward to integrating the Gambling Regulatory Authority of Ireland into the Irish law enforcement framework and continuing to collaborate with colleagues across criminal law and regulatory enforcement to create a unified approach to tackling economic crime.”

The GRAI is in the process of being set up after the passing of the Gambling Regulation Act 2024.

When fully operational, it will be responsible for overseeing licensing, compliance, and consumer protection in Ireland’s gambling industry.

In her role, Coen will focus on enforcing regulatory standards, investigating violations, and enhancing anti-money laundering (AML) frameworks.
