During the online webinar “Regulation Outlook on 2021 in Europe” dedicated to laws in the gambling industry, experts have raised many questions and provided detailed overviews of the legal framework.

Representatives of law firms and gambling associations discussed the major topics, which draw much attention in the news about legislation.

2021 will be year of changes for European gambling industry

The event speakers considered several European countries and their current and upcoming regulations. Raffaela Zillner, LL.M, Secretary General at Austrian Association for Betting and Gambling (OVWG), talked about Austria. She has said that there so much is going on in the country’s gambling industry. The most important news is the announcement of the Council of Ministers about the gambling reform and the presentation of the related paper where its key aspects are mentioned. The reform means the establishment of an independent gambling authority, which will blacklist and block operators without an Austrian license. New laws will also bring limits for slots and restrictions for gambling ads. Draft laws are expected some time in April. However, the Austrian monopoly and arguments around it remain the main question.

Dr. Simon Planzer, Partner at Planzer Law, overviewed the current situation in the gambling market in Switzerland. He has said that the most interesting news is that Liechtenstein is developing into European Las Vegas now. The expert has also touched upon the topic of the skill gaming sector. He has noted that it is easy to get a license there. Operators need only authorization from the regulator and have to meet all the requirements to apply for a license as it is an open market.

 Gambling Regulations

Speaking about Montenegro, Zlatan Omerspahić, Group Compliance and Data Privacy Officer at Symphony, has said that there aren’t many regulatory activities in the country in comparison to other European states. At the end of 2020, the Ministry of Finance in Montenegro started the adoption of a new gambling act, and it was in public debate. License holders have a chance to submit a proposal, but, according to the speaker, the draft articles aren’t understandable.

Dr. Joerg Hofmann, Partner at Melchers Law, told the meetup participants about the German market. He has emphasized that this year is historical due to gambling regulations. On July 1, a new regulatory system comes into effect, and operators will be able to get a license for casino-type games, including slot machines and even online poker for the first time. The treaty has already been ratified by 13 states and a lot of new operators have applied for the sports betting license successfully.
